Grant Program is Now Accepting Applications

The Safe Streets and Roads for All (SS4A) Grant Program funds regional, local, and Tribal initiatives through grants to prevent roadway deaths and serious injuries. Funds for the fiscal year (FY) 2024 SS4A grant program are to be awarded on a competitive basis to support planning, infrastructural, behavioral, and operational initiatives to prevent death and serious injury on roads and streets involving all roadway users, including pedestrians; bicyclists; public transportation, personal conveyance, and micro-mobility users; motorists; and commercial vehicle operators.
The SS4A program supports the U.S. Department of Transportation's National Roadway Safety Strategy and our goal of zero roadway deaths using a Safe System Approach. With the latest award announcement in December 2023, SS4A has provided $1.7 billion in Federal funding to over 1,000 communities in all 50 States and Puerto Rico.  
The SS4A program provides funding for two types of grants: Planning and Demonstration Grants and Implementation Grants. Planning and Demonstration Grants provide Federal funds to develop, complete, or supplement a Safety Action Plan. The goal of an Action Plan is to develop a holistic, well-defined strategy to prevent roadway fatalities and serious injuries in a locality, Tribal area, or region. Planning and Demonstration Grants also fund supplemental planning activities and demonstration activities in support of an Action Plan. Implementation Grants provide Federal funds to implement projects and strategies identified in an Action Plan to address a roadway safety problem. Eligible projects and strategies can be infrastructural, behavioral, and/or operational activities. Applicants must have an eligible Action Plan to apply for an Implementation Grant. New in FY24, potential Implementation Grant applicants may submit their Action Plan(s) for pre-application review so that USDOT may affirm their eligibility to apply for an Implementation Grant.
 
The FY 2024 SS4A Notice of Funding Opportunity has multiple application deadlines, depending on the grant type. Implementation Grant applications have a single deadline of May 16, 2024 by 5 PM ET for FY24. Planning and Demonstration Grant applicants have three deadlines for FY24: April 4, 2024, by 5 PM ET; May 16, 2024, by 5 PM ET; and August 29, 2024, by 5 PM ET. Following each deadline, USDOT will review Planning and Demonstration Grant applications received to date. Each eligible applicant can receive only one award for the FY24 NOFO. Local governments, tribes, and MPOs are eligible to apply for grants.
 
In support of the legislative consideration to fund activities that will significantly reduce fatalities and serious injuries, the Department may prioritize SS4A Planning and Demonstration Grant applications with a quantitative fatality rate of 17.0 fatalities per 100,000 persons or greater. In addition, the Department may also prioritize SS4A Implementation Grant applications with a finalized comprehensive safety action plan and applicants with a high killed and serious injury rate in comparison to other Highly Rated applications. For FY24, the Department has further clarified that Tribal Transportation Program and Tribal Transportation Program Safety Funds may be used as non-Federal match.
